On a club level you can pretty much do whatever you want, stars are really just an aesthetic as they can represent literally anything. At an International level though, you’re only allowed to have a star if you’ve won the WC, that’s it. There’s some instances where clubs use stars to represent their domestic cup wins, e.j. Peru in the Copa America and Egypt in the African Cup, but those badges are not official not recognized by FIFA.
