Those managers Gary Neville is talking about are former managers of the top teams from mainland Europe who once ripped Premier League teams apart (Guadiola at Barcelona, later Bayern Munich and Klopp at Borussia Dortmund) and later moved to the Premier League. That is the difference. None of those managers have been English and none from the UK at all since Alex Ferguson retired. We don't produce top class managers in this country.

I completely agree with them but the rise and decline of Messi and Ronaldo is a big factor aswell.

In Germany there is the 50 + 1 rule, it says that never more than 49% of a club may be sold. It's a simple and effective rule that works well there.
