I think the rule should be changed so that the tax is equal to the money u overspend. For example if u overspend 100mio u have to pay 100mio which are divided among all other prem clubs

Why would that rule affect past breaches? They breached completely different rules and as such would be punished accordingly if anything is found I would imagine
