I think what happened is pretty simple: the ref knows Barca-PSG is the big one everyone wants to see. He also knows people want to see it play out on the field, not decided by the referee. And he also knows the last time those two teams met there was a red card that decided the game.
That is why he didn't give a red card to De Jong for his foul on Nuno Mendes which he deserved, and after not giving that, he felt he wasn't in a position to give that second yellow to Nuno Mendes for his foul on Yamal.
I'm not saying the ref was right to think like that, but that's what I believe happened in his mind. If you don't think refs are instructed to let some games play out on the pitch, I've got a bridge to sell you.

Nuno Mendez played exceptionally good in both defense and offense. Lamine was very good first 30 minutes but after second half it was just the Nuno and hakimi show. Nuno definitely deserved MOTM
