At first, I had a hard time understanding how this wasn't a goal when the USA had a similar header that led to a goal while in contact with the goal keeper. Then I realized that the German player didn't even contact the ball. What happened was the German player's contact with the goal keeper manipulated the goal keepers play on the ball, which then ricocheted into the goal. That is the difference. That is why the goal didn't count.
