These short videos are out of context. If you watch the game the referee let the game play out physically and honestly. Scotland lost the game because they didn't take the physicality to their advantage instead they tried to play the same game as Morocco instead of playing a physical game at the referee would have let them play. Honestly, this game could have changed soccer if Scotland got back up off the ground, chase the ball and ran at the Moroccan goal over and over again and push the Moroccan players off the ball like they were doing and just kept playing a physical game. this game really could have changed soccer but instead they got in the penalty box and fell to the ground

If the ref gives this, it is a penalty. If the ref doesn't give it, VAR can't send him to the screen. Since there is no obvious error. So the call was on the ref.
