I’m surprised to see so many SGB boarders. And it seems like the Genre will really benefit from GBCs extra power.
Goal! is deeper than you would think. It also has player stats which hugely impact their handling. Even a fatigue system.
I remember mostly picking Argentina and switching the players around before the match. Their fastest one was in the wrong position or even on the bench.
Penalties were great too.
And this is coming from someone who truly detests football.

Great video! Apologies for such a specific question, but you mention the fifa games being made by EA. Were they? They were published by a thq imprint and I'd assume they just licensed from EA and made the game themselves. It would at least explain the quality.

Wow! Did you read my mind? I was just internally ranking my collection of Game Boy football games (about half of these) the other day and was thinking it would be great to see a video on the subject. Perfect timing! It must be all the summer football in the air.
I broadly agree with your rankings here except for the Jaleco one, which I love! It's like a faster, more fluid Football International and I find it really playable. I actually think the difficulty level is spot on, so maybe you need to give it a bit more time to get to grips with it. I also have a game called World Cup 98 which isn't on this list, but the engine looks basically identical to the latter two FIFAs, so maybe it doesn't really count as a separate title (in fact, it may just be a repackaging of Road to World Cup).
By the way, I recommend ISS 99 on the GBC if you haven't played it. Lots of love that one! It's a big step up from the ISS on this list (and much better than the glacial ISS 2000).
