Another thing. US cities love Mexican fan money so I have doubts about this being implemented. What can happen though is stadiums making fan profiles (like airports and border crossings) and banning those specific fans that do those chants. It can be done with today's technology.
A much better and more consequential punishment would be to remove Mexico from co-hosting the upcoming 2026 World Cup. Only have the USA and Canada be the co-hosts. Mexico would have to fight for their qualification just like everyone else outside of the co-hosts of course, since World Cup host countries automatically qualify.
