The fifa president should make a new rule if there is a controversy of a game then he should look at it and if he sees a controversy to a team then the team who gets a controversial disallowed goal or if the referee doesn't give an obvious penalty then the team who got the goal disallowed or no penalty (clear foul) should get the three points/continue in the tournament
