Liverpool have a perfect example to point at in Elliott. He had debut for Fulham's first team before he joined Liverpool on a free and Fulham got £4.3m incl. add-ons.
Rio had not and wasn't anywhere near the first team. Frankly, what he does after he has come to Liverpool hold very little weight in the grand scheme of things because Liverpool could easily argue that the year he spent at the club is what made him ready for his PL debut.
