The amount of var usage is not the problem, it's the english referees. At the end of the day it's a referee sitting behind the videos and calling shots. And only in england so many mistake calls happen on var.
I would implement a challenge system. VAR can only be consulted if the manager makes an official challenge, similar to the challenge system used at Wimbledon. If he incorrectly makes a challenge twice, his team can make no subsequent challenges.
