If Neymar is healthy, No injuries and physically fit, yes, he should be at the next world cup! Neymar is the guy to open tough defense, Neymar is the one to make the impossible when passes here and over there can't resolve the issue any longer!
To be fair, I have a hard time remembering a single bad game this guy has played. Always a beauty, always dangerous, always makes something happen. And even past his prime, he's still the best player Brazil have. The worst that can happen is he gets injured. I think his value is worth risking that!

Brazilian here. If you care to follow the Brazilian league you'll know that Neymar has only played 23 matches this whole season (including games in the state championship) scored 6 goals and provided 3 assists. He missed 19 matches due to injury and has cost about 3.5 million dollars a month to his club. These are not the cost-benefit numbers of a player who will be called up for a world cup. Aside from the hard data, if you watch him play he's been extremely sub-par. In his mind he can still do what he did at age 22 but he's what we (brazilians) have been calling "an active retired played". Short answer is NO, he is not going to the World Cup.
