City manager Dalton Rice. He said he’d just finished running at 4 am when he got the urgent alert stating “catastrophic loss to property and lives”. He noticed the River rising rapidly and had to divert his route. He didn’t want to “cry wolf” so he did absolutely nothing. 36 children drowned to death. 36 CHILDREN DROWNED TO DEATH!!! Incomprehensible!!!!
