Taking only 2022 as evidence is very very misleading. How many countries outside of Europe have won the WC? Who won more WCs between Europe and South America? Having said that, I think the World Cup is easier in the first part of the tournament (like until Round of 8) but then it gets harder. So I agree, the World Cup is harder to win at the end.
