If someone is making the run and they pass the second to last defender BEFORE it leaves the other players foot then it is offside. If the other team touches it then it becomes offside, and if they start their run and pass the second to last defender after it’s left their teammates foot then it is also onside
For who doesn't, simply if a player is over the last defensive line when the ball leaves the foot of the passer, it's called offside. This doesn't count in lateral free throws and well obviously the opponent player mistakely gives it to the player even if he is over the last line.
