Judging by the semi finals, I think it's fair to say the winner of the final will ultimatley be decided by the officials. You're not going to win a game of football against a team that's allowed to handle the ball whenever they want and get rewarded with free kicks when they do it. You can't win against a team where officials literally go against the rules to award them penalties.
