I think Chelsea’s last season is a bit overrated. Yes, they won the club world cup against PSG, yes, they won the conference league, but have you seen who they were up against in the knockout stages? First of all, Chelsea has no business being in the Conference League in the first place, they played their reserves in most of the competition. Marc Guiu was their top scorer and he barely played in the other competitions. Except for the final against PSG they really had a Micky Mouse run. Semi final against Fluminense? Quarters against Palmeiras? Even Benfica in the round of 16 weren’t the greatest. PSG had to deal with Bayern and Real in the knockout.
As much as I don't agree with Crryagher on lots of things {concerning Chelsea}, He's absolutely spot on here 2 billion pounds, and just very few quality players to show for it

Simple answer is because the club only signs young players. Youngest squad in the league. These players haven't achieved much yet; barely any Champions League experience amongst them, so considering all that, how can they be regarded better than the teams around them? Then again, Arsenal have won 1 trophy in 5 years and they're supposedly a title challenging team, although they keep bottling it long before the season's end.
